Analysis: U.S. states race to capture online gaming bonanza

(Reuters) - New Jersey Governor Chris Christie this week finally approved online gaming in the Garden State. Now comes the hard part: banding together with other states to attract more gamblers, drive up jackpots and lure players away from offshore websites.

New Jersey is now the third state to approve online gambling, after Nevada and Delaware. The catch, however, is that the new laws apply only to people physically present in the individual states.

Several other states, including Massachusetts, California, Hawaii, Illinois, Iowa and Mississippi, are weighing some kind of online gambling legislation. If they want to offer the big jackpots that attract scores of players, they are likely to look outside their borders to combine gaming offerings and set regulations, much as they have with multi-state lottery drawings like Powerball and Mega Millions.

"I would be shocked if within a few years there aren't multiple states cooperating," said Tom Goldstein, an attorney who has represented online gaming companies. Once that happens, Goldstein expects a "steamroller effect where a state legislature says 'Why are we passing up on tens of millions of tax revenue every year?"

According to American Gaming Association, about 85 countries have legalized online gambling, and an estimated $35 billion is bet online worldwide each year, including millions of people in the United States through offshore websites. Every state except Hawaii and Utah collects some kind of revenue from lotteries, casinos or other types of wagering. States received an estimated $7.5 billion in direct gaming revenue in 2011 on a fiscal year basis through licensing fees, taxes and other allocations, according to Fitch Ratings.

The U.S. government has long considered online wagering illegal, but the Department of Justice in late 2011 clarified its stance, paving the way for states to unilaterally legalize some forms of online gambling.

A state's population is a key factor for the new gaming programs. With just 2.7 million residents, Nevada could have trouble attracting enough in-state players to its online poker games to offer a range of limits, or the minimum and maximum amounts a player can wager on one bet. Without a wide range of active games, states could lose business to the unregulated offshore sites that dominate the market currently.

"There's going to be intense competition for customers," Michael Paladino, a Fitch Ratings senior director, said.

A partnership with New Jersey, which has more than three times as many residents, would boost the pool of potential players dramatically. If more states sign up for online gaming and form a large, multi-state system, the numbers of players could soar -- and so will tax revenues.

"If you are flying to Vegas you are not necessarily doing so with the aim of being able to fire up your laptop and gamble," said ITG casino analyst Matthew Jacob, pointing out that most people go to Vegas for its casinos. "New Jersey is bigger, but the opportunity comes when a number of states are up and operators can span across those states."

States hit hard by the financial crisis, and by the increasing costs of retirement and healthcare benefits, are still struggling to plug big budget holes, and many expanded gaming as they looked in every corner for new sources of revenue.

New Jersey will take 15 percent of the amount won by online casinos from players within its borders. Nevada will keep 6.75 percent of the dollars won from online poker players. Nevada's law legalized only online poker, while New Jersey's allows for a broad array of games, including online slots, blackjack and other table games.

Cooperation would also help states regulate the market by sharing resources for identifying where gamblers are located and guarding against under-age gambling, stolen identities and credit card fraud.

"If individual jurisdictions go about setting up their own individual processes without the industry as a whole looking at it together, it's going to be a very difficult thing to do," said Craig Durbin, committee chair for the lottery subcommittee of the National Association of Gaming Regulators.

At the same time, Durbin said it will take time to find common ground. For instance, technology that allows states to detect where a person is playing online -- so that someone in New York can't access New Jersey's online gaming system, for instance, is not totally foolproof. More stringent geolocation options could "put limitations on growth, or on the ability to create revenue," Durbin said.

Las Vegas-based MGM Resorts International told Reuters in October that several states were already in talks about how to link interactive gaming plans.

"We are encouraged to know that states are talking to one another. They are crafting their own legislation and legal frameworks but are talking with other states in anticipation of compacting with multiple states," said MGM CEO Jim Murren.

Such pacts would come in addition to relationships many casinos have with overseas online gaming companies. Gibraltar-based Bwin. Party Digital Entertainment, the world's largest listed online gaming group, has a joint venture with MGM and Boyd Gaming. Rival company 888 Holdings is partnered with Caesars Entertainment, while Wynn Resorts is partnered with PokerStars.

While it may be hard for states to not make a run for the money, historic trends show revenue spikes from gambling are anything but a steady stream. A 2012 analysis by Stateline, a project of the Pew Center on the States, found that of the 13 states that had legalized casinos, casinos at racetracks or lotteries in the previous decade, more than two-thirds "failed to live up to the initial promises of projections made by political and industry champions of legalized gambling."

"Revenues generated through online gaming will hike in the beginning," said Lucy Dadayan, a senior policy analyst at the Rockefeller Institute of Government in Albany, New York. "But they are always short lived."

The schedule of the symposium includes seven presentations, five workshops, debate and finally the symposium appraisal.

Reports: Plan could end Kurdish conflict in Turkey

ISTANBUL ? Jailed Kurdish militant leader Abdullah Ocalan envisages the withdrawal of his fighters from Turkey by August under a draft peace plan sent to his group's leadership and Kurdish politicians, media reports said Wednesday.

Held in an island jail since his capture in 1999, Ocalan has been negotiating with Turkey's government since October over the outlines of a deal to end a conflict which has killed 40,000 people since his fighters took up arms in 1984.


Under the plan ? to which his Kurdistan Workers Party was expected to respond within two weeks ? the rebels would begin a formal ceasefire on March 21, the Kurdish New Year, said the Sabah and Star newspapers, which are close to the government.

They said the militants' withdrawal from Turkish territory was planned for completion by Aug. 15, the 29th anniversary of a conflict which has destabilized Turkey and held back development in its mainly Kurdish southeast.

The accuracy of the reports could not immediately be confirmed.

This timetable is dependent on Turkey passing reforms increasing the rights of a Kurdish minority numbering about 15 million - around 20 percent of Turkey's population of 76 million.

The newspaper reports said Ocalan's plan proposed maintaining Turkey's unitary structure, with no demand for Kurdish autonomy.

"Nobody should stand up and demand anything which is aimed at harming our national unity," Prime Minister Tayyip Erdogan told reporters late Tuesday.

"If they put down their weapons and leave our country there are many places in the world they can go," he said.

Kurdish cultural rights boosted
During his decade in power, Erdogan has pushed through reforms boosting Kurdish cultural rights but Kurdish politicians seek wider political reforms, including a new constitution boosting equality and increased Kurdish language education.

The PKK took up arms in 1984 with the aim of carving out a Kurdish state, but subsequently moderated its goal to limited self-rule. It is designated a terrorist group by Turkey, the United States and European Union.

The militants have pledged allegiance to Ocalan but voiced caution about the prospects of rapid progress towards a deal, criticizing continued military operations in southeast Turkey and northern Iraq, where thousands of the militants are based.

Among initial steps proposed under the process, the PKK could release more than a dozen Turkish security forces personnel that it is holding captive.

However, senior PKK commander Duran Kalkan said any such release would depend on what steps Turkey takes.

"Nobody should expect this from us unilaterally," Kalkan said in an interview with the PKK-linked Firat news agency.

In talks with Kurdish politicians at the weekend, Ocalan warned Turkey could become as troubled as Syria or Iraq if steps were not taken to end the insurgency.

Scientists have long known of the existence of "Antarctic bottom water," a dense, deep layer of water near the ocean floor that has a significant impact on the movement of the world's oceans.

Three areas where this water is formed were known of. The existence of a fourth area was suspected for decades, but the area had been far too inaccessible. Now, thanks to the seals, scientists are able to study the new frontier.

"The seals went to an area of the coastline that no ship was ever going to get to," said Guy Williams, ACE CRC Sea Ice specialist and co-author of the study.

"This is a particular form of Antarctic water called Antarctic bottom water production, one of the engines that drives ocean circulation," he told Reuters. "What we've done is found another piston in that engine."

Southern Ocean Elephant seals are the largest of all seals, with males growing up to 20 feet (6 meters) long and weighing up to 8,800 pounds (4,000 kilograms).

Twenty of the seals were deployed from Davis Station in east Antarctica in 2011 with a sensor, weighing about 100 to 200 grams (3.5 to 7 ounces), on their head. Each of the sensors had a small satellite relay that transmitted data on a daily basis during the five- to 10-minute intervals when the seals surfaced.

"We get four dives worth of data a day, but they're actually doing up to 60 dives," he said.

"The elephant seals ... went to the very source and found this very cold, very saline dense water in the middle of winter beneath a polynya, which is what we call an ice factory around the coast of Antarctica," Williams added.

Previous studies have shown that there are 50-year-long trends in the properties of the Antarctic bottom water, and Williams said the latest study will help better assess those changes, perhaps providing clues for climate change modeling.

"Several of the seals foraged on the continental slope as far down as 1,800 meters (1.1 miles), punching through into a layer of this dense water cascading down the abyss," he said in a statement. "They gave us very rare and valuable wintertime measurements of this process."

Liver stem cells grown in culture: Therapeutic benefit demonstrated

Feb. 25, 2013 ? For decades scientists around the world have attempted to regenerate primary liver cells known as hepatocytes because of their numerous biomedical applications, including hepatitis research, drug metabolism and toxicity studies, as well as transplantation for cirrhosis and other chronic liver conditions. But no lab in the world has been successful in identifying and growing liver stem cells in culture -- using any available technique -- until now.

In the journal Nature, physician-scientists in the Pap? Family Pediatric Research Institute at Oregon Health & Science University Doernbecher Children's Hospital, Portland, Ore., along with investigators at the Hubrecht Institute for Developmental Biology and Stem Cell Research, Utrecht, Netherlands, describe a new method through which they were able to infinitely expand liver stem cells from a mouse in a dish.

"This study raises the hope that the human equivalent of these mouse liver stem cells can be grown in a similar way and efficiently converted into functional liver cells," said Markus Grompe, M.D., study co-author, director of the Pap? Family Pediatric Research Institute at OHSU Doernbecher Children's Hospital; and professor of pediatrics, and molecular and medical genetics in the OHSU School of Medicine.

In a previous Nature study, investigators at the Hubrecht Institute, led by Hans Clever, M.D, Ph.D., were the first to identify stem cells in the small intestine and colon by observing the expression of the adult stem cell marker Lgr5 and growth in response to a growth factor called Wnt. They also hypothesized that the unique expression pattern of Lgr5 could mark stem cells in other adult tissues, including the liver, an organ for which stem cell identification remained elusive.

In the current Nature study, Grompe and colleagues in the Pap? Family Pediatric Research Institute at OHSU Doernbecher used a modified version of the Clever method and discovered that Wnt-induced Lgr5 expression not only marks stem cell production in the liver, but it also defines a class of stem cells that become active when the liver is damaged.

The scientists were able to grow these liver stem cells exponentially in a dish -- an accomplishment never before achieved -- and then transplant them in a specially designed mouse model of liver disease, where they continued to grow and show a modest therapeutic effect.

"We were able to massively expand the liver cells and subsequently convert them to hepatocytes at a modest percentage. Going forward, we will enlist other growth factors and conditions to improve that percentage. Liver stem cell therapy for chronic liver disease in humans is coming," said Grompe.

NFL Combine 2013: West Virginia WR Tavon Austin nearly sets record in 40-yard dash

INDIANAPOLIS ? It turns out that Tavon Austin isn?t all talk.

The West Virginia wide receiver, who has been heavily linked to the Patriots in several mock drafts and claimed to be the fastest player in the draft, unofficially ran a 4.25-second 40-yard dash at Lucas Oil Stadium Sunday.

The time is the fastest at the NFL Scouting Combine since Chris Johnson ran a 4.24 in 2008.

While several players are yet to run, Austin boldly proclaimed that he would beat everyone in 40 earlier this week.

?If we all lined up and raced, I think I?d come out on top,? he said.

Austin caught gained 1,932 yards from scrimmage with 15 touchdowns during his senior season. He also gained 813 yards as a return man.

Several teams have spoken highly of Austin this week, but NFL Network analyst Marshall Faulk may have given him the highest praise Saturday night.

"Listen to me, I am pounding the desk," Faulk said on Saturday's "NFL Total Access." "This guy here is a playmaker. He's Percy Harvin and Wes Welker wrapped into one."

UPDATE: Texas WR Marquise Goodwin, who said he was going to break the record, also ran a 4.25.

CAIRO (AP) ? Egypt's Islamist president has invited political forces to join him in a dialogue to find ways to ensure the "integrity and transparency" of upcoming parliamentary elections.

Speaking in a television interview, Mohammed Morsi also rejected opposition charges that the elections he called for April were ill timed given the wave of unrest roiling the country.

"I see that the climate is very agreeable for an election," he said.

Morsi used the interview, recorded on Sunday but aired early Monday 5 ? hours behind schedule, to try and improve his standing nearly eight months into his four-year term.

He repeatedly declared that he was a "president for all Egyptians," claimed he had no quarrel with any of the nation's political forces and reasserted his respect and confidence in the military.

Plants 'talk' to bees with electricity, say scientists

Bees use the weak electrical charge carried by plants to determine if they have nectar, a new study has found.?

Plants generally have a negative electrical charge and emit a weak electrical signal, according to researchers at the University of Bristol in England. And scientists have known for years that bees' flapping wings create a positive electrical charge of up to 200 volts as they flit from flower to flower, according to a news release.

But can the bees detect flowers' electrical charge? While animals like?sharks are known to sense electrical fields, nobody had ever found that an insect could do the same,?ScientificAmerican?reports.

To test the bees' sensitivity, researchers filled a room with artificial flowers: Half of the flowers were electrically charged and carried a sugary reward, while the other half had no charge and a bitter solution of quinine.

The bees quickly learned to visit only the electrically charged flowers, and to not waste their energy visiting flowers with no electrical charge. But when the electrical charges were switched off, the bees once again visited flowers randomly, suggesting that they had been reacting to the electrical charges. "Animals are just constantly surprising us as to how good their senses are," Dominic Clarke, lead author of the study, published in journal?Science, told the?BBC. "More and more we're starting to see that nature's senses are almost as good as they could possibly be."

Bees and flowers, of course, co-evolved with a long-standing symbiotic relationship: The bees depend on flowers for nectar, which they use to produce honey, and flowers need bees to help pollinate other flowers.

Flowers use various means to attract bees and other pollinators. In addition to their electrical charge and alluring fragrance, flowers display bright colors ? and research has found that?bees see colors?three times faster than humans.

But bees ? busy as they famously are ? don't have time to waste visiting pretty flowers whose nectar has just been taken by another insect. "The last thing a flower wants is to attract a bee and then fail to provide nectar," said Daniel Robert, co-author of the study, in a statement. "Bees are good learners and would soon lose interest in such [an] unrewarding flower."

So flowers, the researchers confirmed, emit a different electrical signal after their nectar has been harvested. They found that petunias became slightly more positively charged after a bee visited them, according to ScientificAmerican.

That revised electrical charge acts as a kind of "No Vacancy" sign to other bees, which learn to trust the signals that the flowers emit.

"This is a magnificent interaction where you have an animal and a plant, and they both want this to go as well as possible," study co-author?Gregory Sutton told NPR. "The flowers are trying to make themselves look as different as possible. This is to establish the flower's brand."

How do bees sense an electrical charge? Researchers aren't sure, but they suspect the fuzzy hairs on bees' bodies "bristle up" under an electrostatic force, just like hair in front of a television screen.

Other scientists are excited about the possible implications this research may have for other nectar-gathering insects such as hoverflies and moths.

"We had no idea that this sense even existed," Thomas Seeley, a behavioral biologist at Cornell University, told ScientificAmerican. "Assuming we can replicate the findings, this is going to open up a whole new window on insect sensory systems."

Siemens shareholders plan to challenge Osram spin-off: report

FRANKFURT (Reuters) - A group of investors plans to challenge German industrial conglomerate Siemens' move to spin off its lighting division Osram, German paper Frankfurter Allgemeine Zeitung reported, without saying where it obtained the information.

Nine unidentified investors on Monday plan to file a lawsuit which could lead to a delay in the planned listing of Osram, because the division cannot become registered while the lawsuit is ongoing, the paper said.

Shareholders agreed at a meeting on January 23 to spin off 80.5 percent of Osram, which has a book value of 2.3 billion euros ($3 billion). Siemens investors would receive one Osram share for each ten Siemens shares they hold.

The nine investors plan to argue that Siemens did not conduct the shareholder meeting properly because of acoustics problems, as Chief Financial Officer Joe Kaeser partly spoke in an inaudible manner, Frankfurter Allgemeine Zeitung reported.

Siemens was not immediately available to comment.

Osram generates annual sales of about 5 billion euros and has about 39,000 employees worldwide. Its lamps are used to light up Disneyland Paris, the Hippodrom beer tent at Munich's Oktoberfest and the Arena Corinthians in Sao Paulo, which will host the opening match of the 2014 World Cup soccer tournament.

Polls and pundits aren?t everything, of course. Most Americans this weekend likely are far more interested in Sunday night?s Oscar extravaganza.

And most would likely agree with Atlantic associate editor Matthew O'Brien when he writes ? with as much truth as irony ? on the magazine?s web site: ?There is nothing more tedious in the world today than the sequester. The word itself sounds like a prescription sleeping aid.? There is, after all the gnashing of teeth over the ?fiscal cliff? last month, a bit of ?The Boy Who Cried Wolf? here for most people.

Still, if the sequester kicks in, thousands of federal workers could be furloughed, some national park programs could be curtailed, and things could be ?very painful for the flying public,??as Transportation Secretary Ray LaHood warned Friday.

The sequester no doubt will dominate the Sunday morning TV news shows as Republicans and Democrats angle for rhetorical advantage over the sequester?s $85 billion in budget cuts this fiscal year, split evenly between defense and non-defense programs.

At the moment, that advantage seems to be with President Obama and the White House. Just to flesh out those headlines cited above?.

Bloomberg News put it starkly this week: ?President?Barack Obama?enters the latest budget showdown with Congress with his highest job-approval rating in three years and public support for his economic message, while his Republican opponents? popularity stands at a record low.?

Specifically, 55 percent of those polled by Bloomberg last week approve of Obama?s performance in office, his strongest level of support since September 2009. But only 35 percent have a favorable view of the?Republican Party, the lowest rating over the same period. The GOP?s brand slipped six percentage points in the last six months, the poll shows.

Asked who is more to blame for ?what?s gone wrong? in?Washington, those surveyed picked Republicans over Obama 43-34 percent.

Similarly, Gallup finds public approval of Congress ? just 15 percent ? is ?at the low end of the historical spectrum.? It?s not great news for either party, but Democrats have a slight edge in public approval ? 19 percent to 12 percent for the GOP.

INDIANAPOLIS (AP) ? Manti Te'o wants everyone to know he's over the embarrassment of an online hoax, and he's ready to focus on football.

The Heisman Trophy runner-up acknowledges he could have done things to avoid a public spectacle. But he says if he was still embarrassed by it, he wouldn't have taken questions Saturday at the NFL's annual scouting combine.

Schmidt OK with Barry,?Roger in Hall

Mike Schmidt says an awful lot I agree with in this interview with Jim Salisbury of CSNPhilly.com. ?He doesn?t like it when people are accused of using PEDs without evidence and he hates the guilt-by-association that is so common when the topic comes up. What?s more, he has no problem with Barry Bonds or Roger Clemens being in the Hall of Fame.

Yep, we?re really on the same page here. But I don?t think even I?d go this far:

?I would not have a problem with Bonds or Clemens,? Schmidt said at Phillies camp. ?Here we are convicting them of PED use and we don?t know anything more than we read.?

Schmidt said he?d need to see ?a legitimate failed test? to bar a player from election to the Hall of Fame.

?I don?t think anyone that failed a legitimate test should be in,? Schmidt said. ?But I?d need to see a legitimate test to know if what we?re talking about was actual fact.?

I?ve read Game of Shadows. I think it?s safe to say that Barry Bonds took steroids, and I think we can say so without a test result. ?Clemens may be a bit more dicey, but I don?t think I?d choose to die on Roger Clemens Didn?t Take Steroids Hill in these PED battles we tend to have.

But really, I?d rather err on the side Schmidt is erring on than to fall in with the ?eyeball test? crowd.

Vatican feuds, fiefdoms, betrayals await next pope

VATICAN CITY (AP) ? If evidence was ever needed that the next pope must urgently overhaul the powerful Vatican bureaucracy called the Curia, the scandal over Pope Benedict XVI's private papers is Exhibit A.

The pope's own butler stole sensitive internal letters to the pontiff and passed them off to a journalist, who then published them in a blockbuster book. The butler did it, he admitted himself, to expose the "evil and corruption" in the Vatican's frescoed halls that he believed was hidden from Benedict by those who were supposed to serve him.

And if that original sin weren't enough, the content of the leaks confirmed that the next pope has a very messy house to clean up. The letters and memos exposed petty wrangling, corruption and cronyism at the highest levels of the Catholic Church. The dirt ranged from the awarding of Vatican contracts to a plot, purportedly orchestrated by senior Vatican officials, to out a prominent Catholic newspaper editor as gay.

Ordinary Catholics might not think that dysfunction in the Apostolic Palace has any effect on their lives, but it does: The Curia makes decisions on everything from bishop appointments to church closings to marriage annulments and the disciplining of pedophile priests. Papal politics plays into the prayers the faithful say at Mass since missal translations are decided by committee in Rome. Donations the faithful make each year for the pope are held by a Vatican bank whose lack of financial transparency has fueled bitter internal debate.

And so after 35 years under two "scholar" popes who paid scant attention to the internal governance of the Catholic Church, a chorus is growing that the next pontiff must have a solid track record managing a complicated bureaucracy. Cardinals who will vote in next month's conclave are openly talking about the need for reform, particularly given the dysfunction exposed by the scandal.

"It has to be attended to," said Chicago Cardinal Francis George. With typical understatement, he called the leaks scandal "a novel event for us."

Cardinal Walter Kasper, a German who retired in 2010 as the head of the Vatican's ecumenical office, said the Curia must adapt itself to the 21st century.

"There needs to be more coordination between the offices, more collegiality and communication," he told the Corriere della Sera newspaper. "Often the right hand doesn't know what the left hand is doing."

Sandro Magister, the Vatican analyst who most closely follows the comings, goings and internecine feuds of Vatican officials, said the "disaster" of governance began unfolding in the 1980s, in the early years of Pope John Paul II's pontificate.

"John Paul II was completely disinterested in the Curia; his vision was completely directed to the outside," Magister said in an interview. "He allowed a proliferation of feuds, small centers of power that fought among themselves with much ambition, careerism and betrayals."

"This accumulated and ruined it for the next pope," he said.

Benedict was well aware of the problems, having spent nearly a quarter-century in the Vatican's Congregation for the Doctrine of the Faith. But he never entered into the Vatican's political fray as a cardinal ? and as pope left it to his No. 2, Cardinal Tarcisio Bertone, to do the job.

Bertone, though, became a lightning rod for division within the Curia. A canonist, he had no diplomatic experience coming into the job, and the main battle lines drawn in the Curia today come down to his loyalists and those still loyal to his predecessor Cardinal Angelo Sodano. Taken as a whole, the leaked documents seemed aimed at undermining Bertone.

To be fair, the Vatican under Benedict made great strides on some internal governance fronts: the pope insisted on greater financial transparency, and the Vatican passed a key European anti-money laundering test last summer. He insisted on a Vatican trial, open to journalists, for the butler who betrayed him. And as cardinal, after priestly sex abuse cases bounced for years among Vatican offices, the former Joseph Ratzinger took them over himself in 2001.

And very early on in his papacy, Benedict made it clear there was no place in the priesthood for men who sought out power. In a May 2006 homily to newly ordained priests, Benedict warned them against "careerism, the attempt to 'get ahead,' to gain a position through the church, to make use of and not to serve."

Some analysts speculate that the revelations from the leaks at the very least accelerated Benedict's decision to resign. In early 2012, he appointed three trusted cardinals to investigate beyond the criminal case involving his butler. They interviewed widely inside the Curia and out and delivered their final report in December. Its contents are sealed, though speculation is rife that the cardinals minced no words in revealing the true nature of the Curia.

Benedict's biographer, Peter Seewald, asked Benedict in August how badly the scandal had affected him. He replied that he was not falling into "desperation or world-weariness," yet admitted the leaks scandal "is simply incomprehensible to me," according to a recent article Seewald penned for the German magazine Focus.

The Holy See's bureaucracy is organized as any government, though it most closely resembles a medieval court ? given that the pope is an absolute monarch, with full executive, legal and judicial powers.

There's a legal office, an economic affairs office and an office dedicated to the world's 400,000 priests. Three tribunals tend to ecclesiastical cases and a host of departments take up spiritual matters: making saints, keeping watch on doctrine and the newest office created by Benedict, spreading the faith.

John Paul's 1988 apostolic constitution "Pastor Bonus" sets out the competencies of the various congregations and councils, and they function more or less as independent fiefdoms, albeit in consultation with one another when the subject matter requires. In the end, though, the real power lies with two departments: the Congregation for the Doctrine of the Faith and the secretariat of state, which can block virtually any initiative of another office.

"Who is influential isn't so much dependent on what your office is or your title but whether you have access to the king, or in this case the pope," said the Rev. Thomas Reese, author of "Inside the Vatican," a bible of sorts for understanding the Vatican Curia.

The same could be said for any executive branch. But in the case of the Vatican, there's a difference.

"Obama can fire anybody he wants from his cabinet," Reese said. "When you make someone a bishop, you make him a bishop for life. When you make him a cardinal you make him a prince of the church. What do you do with a cardinal (who doesn't work out)? He can't go to K Street and get a job as a lobbyist."

Though increasingly international, the Curia is also a very Italian creature, which affects its priorities, weaknesses and style of governance. "Genealogy is important, who begat whom," noted one recently departed Vatican official, who spoke on condition of anonymity so as to not antagonize former colleagues.

The typical Italian way of getting things done via personal stamps of approval, or "raccomandanzione," guides introductions. The Italian way of persuasion, less overt power play than Machiavellian machinations, governs consensus-building and decision-making.

Italian commentator Massimo Franco recently concluded on the pages of Corriere della Sera that the Vatican bureaucracy today is simply "ungovernable."

Bishop Charles Scicluna, who worked with the pope when he was at the doctrine office, said the problem with the Curia is that the power is so great ? and so close by.

"I think sacred power, with all its trappings, is probably one of the most seductive things in the world if you don't approach it with the right spirit," he said in an interview.

Though it's open to interpretation, Benedict's final homily as pope could be read as a clear message to the cardinals who will choose his successor.

Two days after announcing he would resign, a weary Benedict told his flock gathered in St. Peter's Basilica for Ash Wednesday Mass to live their lives as Christians in order to show the true face of the church ? a church, he said, which is often "defiled."

"I think in particular about the attacks against the unity of the church, the divisions in the ecclesial body," he said. He told those gathered that "moving beyond individualisms and rivalries is a humble and precious sign for those who are far from the faith or indifferent to it."

The Vatican spokesman, the Rev. Federico Lombardi, said it was wrong to interpret the pope's words as being directed at the Vatican Curia, saying the pope's message was intended as a call for unity among all Christians, a priority of his as pontiff.

"Differences and diversity of opinion are part of the normal dynamic of any institution or community," Lombardi said. He said the way the Vatican's governance problems are often described "do not correspond to reality."

Most cancer drugs are used to hopefully kill tumors and keep malignancies from spreading. Unfortunately, new research from the?Washington University School of Medicine in St. Louis raises serious concerns that?Big Pharma?s highly touted class of cancer drugs known as IAP antagonists actually increases the risk of tumors spreading to bone.

?These investigational drugs are getting broad attention right now because they seem to be very effective against primary tumors,? senior author Deborah V. Novack, MD, PhD, associate professor of medicine, said in a media statement ?There is also excitement because until now, these drugs have not appeared to have major side effects.?

However, the study by Novack and her research team (just published in the journal?Cancer Discovery) reveals that while the IAP drugs target a protein that makes tumors vulnerable to death, the same protein also over-activates cells called osteoclasts which are responsible for tearing down bone. The risk for patients? Potentially, IAPs can trigger the bone weakening disease osteoporosis and, even more worrisome, they may cause metastasis of cancer to the bones.

Numerous IAP antagonists are already in early clinical trials against breast, lung, pancreatic, ovarian, prostate, liver, skin and blood cancers. While these phase one or two clinical trials look at the short-term safety and effectiveness of new drugs, the researchers say they may not catch bone metastasis. ?These trials do not necessarily look for long-term effects of the drugs,? Chang Yang, MD, PhD, staff scientist and the paper?s first author said in the press statement.??If the?cancer is going to metastasize to bone, it may take six months to two years to see that outcome. This may not be seen during the clinical trial.?

Due to the study?s findings, Novack has gone on record urging cancer specialists oncologists to consider protecting the bones in people taking?IAP antagonists, including patients with cancers that don?t typically spread to bone. ?For many of these cancers, doctors are not watching bone,? Novack says. ?Osteoporosis is not the biggest concern when treating cancer, but if they?re not doing?bone scans, they may miss a cancer spreading to bone.?

Normally, osteoclasts work alongside other normal cells to build new bone. But because IAP antagonists over-activate osteoclasts, bone ends up being destroyed and not replaced. Working with experiments on mice, the scientists showed that the?drug led to osteoporosis and created an environment that encouraged tumor growth in degrading bone, even while killing breast cancer cells in other parts of the animals? bodies.

As?Natural News has previously reported, other?cancer drugs have also been found to possibly promote the disease they are supposed to fight. For example, according to findings published in the?Proceedings of the National Academy of Science by researchers at the George Whipple Laboratory for Cancer Research at the?University of Rochester Medical Center, hormone therapy for prostate cancer can cause a revving up of other prostate cell growth and lead to a proliferation of cancer cells in the future. In addition, researchers with the University of Alabama at Birmingham (UAB) Comprehensive Cancer Center and?UAB Department of Chemistry were awarded an $805,000 grant from the U.S. Department of Defense Breast Cancer Research Program in 2010. The goal? To investigate the very real possibility that dead cancer cells left over after chemotherapy spark cancer to spread to other parts of the body.
