New order found in quantum electronic material: May lead to new materials, magnets and superconductors

Jan. 30, 2013 ? Two Rutgers physics professors have proposed an explanation for a new type of order, or symmetry, in an exotic material made with uranium -- a theory that may one day lead to enhanced computer displays and data storage systems and more powerful superconducting magnets for medical imaging and levitating high-speed trains.

Their discovery, published in this week's issue of the journal Nature, has piqued the interest of scientists worldwide. It is one of the rare theory-only papers that this selective publication accepts.

Collaborating with the Rutgers professors was a postdoctoral researcher at Massachusetts Institute of Technology (MIT) who earned her doctorate at Rutgers.

"Scientists have seen this behavior for 25 years, but it has eluded explanation." said Piers Coleman, professor in the Department of Physics and Astronomy in the School of Arts and Sciences. When cooled to 17.5 degrees above absolute zero or lower (a bone-chilling minus 428 degrees Fahrenheit), the flow of electricity through this material changes subtly.

The material essentially acts like an electronic version of polarized sunglasses, he explains. Electrons behave like tiny magnets, and normally these magnets can point in any direction. But when they flow through this cooled material, they come out with their magnetic fields aligned with the material's main crystal axis.

This effect, claims Coleman, comes from a new type of hidden order, or symmetry, in this material's magnetic and electronic properties. Changes in order are what make liquid crystals, magnetic materials and superconductors work and perform useful functions.

"Our quest to understand new types of order is a vital part of understanding how materials can be developed to benefit the world around us," he said.

Similar discoveries have led to technologies such as liquid crystal displays, which are now ubiquitous in flat-screen TVs, computers and smart phones, although the scientists are quick to acknowledge that their theoretical discovery won't transform high-tech products overnight.

Coleman, along with Rutgers colleague Premala Chandra and MIT collaborator Rebecca Flint, describe what they call a "hidden order" in this compound of uranium, ruthenium and silicon. Uranium is commonly known for being nuclear reactor fuel or weapons material, but in this case physicists value it as a heavy metal with electrons that behave differently than those in common metals.

Recent experiments on the material at the National High Magnetic Field Laboratory at Los Alamos National Laboratory in New Mexico provided the three physicists with data to refine their discovery.

"We've dubbed our fundamental new order 'hastatic' order, named after the Greek word for spear," said Chandra, also a professor in the Department of Physics and Astronomy. The name reflects the highly ordered properties of the material and its effect on aligning electrons that flow through it.

"This new category of order may open the world to new kinds of materials, magnets, superconductors and states of matter with properties yet unknown," she said. The scientists have predicted other instances where hastatic order may show up, and physicists are beginning to test for it.

The scientists' work was funded by the National Science Foundation and the Simons Foundation. Flint is a Simons Postdoctoral Fellow in physics at MIT.

Hillary Clinton warns GOP lawmakers not to act like North Africa terrorists

Secretary of State Hillary Clinton, while lamenting the partisanship of congressional Republicans who grilled her about the Benghazi attack, encouraged Republicans not to imitate the unwillingness to compromise evinced by terrorists in North Africa.

?It has been increasingly partisan,? Clinton said today at the Newseum when asked to comment on the questioning she faced from Republicans last week. ?You can be partisan, you can have a strong sense of the rightness of your position, but democracy and certainly legislative bodies require compromise. And you can?t let compromise become a dirty word because then you veer toward fanaticism.?

?I mean, we were just talking about extremists who think it?s only their way, they are the ones who have the truth, none of the rest of us have any kind of claim on what is real in their views,? she continued. ?And so it?s important in our democracies ? like Australia, like the United States ? that yes, be passionate, be intense about your feelings, but at the end of the day you?ve got to serve the people who sent you there, and that requires compromise.?

The ?extremists? Clinton had just been discussing included those that carried out the terrorist attack on the U.S. mission in Benghazi, resulting in the deaths of the U.S. Ambassador to Libya and three other Americans.

?This is not what the Arab revolution was about, and there?s a great deal of concern across the region about people who choose to use violence to try to impose their extremist views rather than participate in politics,? Clinton said of the terrorist attacks taking place around North Africa. ?It does have the potential, however, of expanding beyond the region, which is why I think you?re seeing an international concern and coalition coming together to support the people of Mali, to stand by the Government of Algeria, to work with the Government of Libya, so that they themselves are given the tools they need to combat this extremist threat.?

'Super' enzyme protects against dangers of oxygen

Wednesday, January 30, 2013

Just like a comic book super hero, you could say that the enzyme superoxide dismutase (SOD1) has a secret identity. Since its discovery in 1969, scientists believed SOD1's only role was to protect living cells against damage from free radicals. Now, researchers at the Johns Hopkins Bloomberg School of Public Health have discovered that SOD1 protects cells by regulating cell energy and metabolism. The results of their research were published January 17, 2013, in the journal Cell.

Transforming oxygen to energy for growth is key to life for all living cells, which happens either through respiration or fermentation. When oxygen is plentiful, respiration normally takes over; however certain cells fail to respire in spite of abundant oxygen and instead ferment, leading to uncontrolled cell growth?a hallmark of cancer.

Using the baker's yeast S. cerevisiae as well as a human cell line, researchers Valeria C. Culotta, PhD, and colleague Amit Reddi from the Department of Biochemistry and Molecular Biology determined that SOD1 transmits signals from oxygen and glucose to repress respiration. This signaling is accomplished through SOD1 protection of another enzyme known as casein kinase 1-gamma (CK1?), which is an important key to the switch between respiration and fermentation.

"SOD enzymes are present in virtually all living cells, from the most ancient bacteria to every cell in the human body," explained Culotta. "I've been telling my students to think of SOD1 as a superhero. It not only defends cells from damaging free radicals, but also has a secret life as a guardian of cell energy and metabolism."

"Our findings provide new clues as to how rapidly dividing cells?from yeast to human cancers?may escape the urge to respire and instead choose fermentation to promote rapid growth," said Culotta.

"SOD1 has long been recognized as an important enzyme in protection from oxidative stress, but this work establishes an important new function for the enzyme in cellular metabolism," said Vernon Anderson, PhD, of the National Institutes of Health's National Institute of General Medical Sciences, which partly funded the study. "The results provide important insight into how SOD1 and oxygen radicals push cellular energy metabolism towards fermentation, a feature of some disease states, including cancer."

Video: Boy Scouts consider ending ban on gay scouts

>>> boy scouts of america is on the verge of a fundamental change in its policy toward gay scouts and leaders. a move that's drawing both krifl cr cr criticism and praise this morning. good morning.

>> savannah, good morning.

>>> the board votes soon, and scouting insiders predict it will pass. it would be a fundamental change for an organization that, for decades, has fought against allowing gays in, considering such a move to be a violation of the scout oath , requiring scout s to be morally straight. if approved, a new policy would end the national ban on gay scouts and scout leaders and let local troops decide for themselves. in a statement boy scouts say members and parents would be able to choose a local unit which best meets the needs of their families. that's welcomed news to zach walls, an eagle scout from iowa, who told the democratic national convention last summer about being raised by two mothers.

>> such a ground swell of local leaders all over the country who have been calling for an end to the ban because they see how this policy is hurting their local level, as policy alienates young people .

>> reporter: anti-gay policy has prompted some big corporations, including u.p.s., to end their financial support for scouting. and some local scout leaders have pushed for a nondiscrimination policy.

>> i think it kind of caught a lot of families off guard when the boy scouts of america came out and reaffirmed their ban on gay and lesbian individuals and a lot of us feel strongly that that's not right.

>> reporter: james dale sued the boy scouts when he was let go as a scout leader after he publicly said he's gay, a case the scouts won before the u.s. supreme court . he says the new policy, which would still allow some troops to exclude gay members isn't enough.

>> boy scouts have to make sure they're teaching america and are in step with american values of equality and not discriminating.

>> reporter: more than half the nation's scouting organizations are sponsored by churches. southern baptist convention calls the potential policy change deeply disappointing.

>> we want to be respectful of everyone, but we also want respect for us, respect for those who hold to what might be called a biblical form of morality.

>> the boy scouts board meets next week in texas to vote. if the new policy is approved, it would take effect june 1st . savannah?

>> pete williams in washington, thank you.

Skeptics of OZ 2013 | Great Plains Skeptic

One thing that might surprise my readers on the coasts and elsewhere in the world is that, living in Oklahoma, there are a number of great skeptical and freethought conventions within driving distance each year. Here in the state, we have the Oklahoma Freethought Conference (FreeOK), which last summer had speakers FreeOK2013like Dave Silverman, Abbie Smith, Hemant Mehta, and some bald guy with a great tie. This summer looks even bigger, with Lawrence Krauss, Dale McGowen, and Sean Faircloth already announced to appear.

If we drive east to Arkansas, last year saw the first Reason in the Rock, which was a resounding success. The Texas Freethought Convention has been operating for five years now, and the 2013 American Atheists 50th anniversary convention will take place in Austin this spring. Turn outs for these are all impressive, and the speaker line-ups tend to be quite excellent.

Just up the road (and by up, I mean north) are two cool yearly events. Reasonfest takes place on the KU campus in Lawrence, and this year will host Peter Boghossian, Matt Dillahunty, James Croft, and a plethora of other great speakers.

ASoOz little closer to me is Wichita, Kansas, home to the Skeptics of Oz conference. This will be the third year, and last year it was headlined by Phil ?Bad Astronomer? Plait. The line up of speakers and events looks fantastic this year, so I thought I would share (full disclosure ? I?m one of the speakers).

The official conference will take place on March 16 and 17, but on Friday the 15th a group will be traveling to the Kansas Cosmosophere and Space Center.

At the Cosmosphere, visitors hear the non-biased, definitive story of the Space Race. With a U.S. space artifact collection second only to the Smithsonian National Air and Space Museum and the largest collection of Russian space artifacts outside of Moscow, the Hall of Space Museum is known by space enthusiasts worldwide.

I love me some space, and this has me pretty excited. Our local, very cool Science Museum Oklahoma has a pretty good space exhibition, but this whole place is dedicated to space exploration and the space race.

Like I said above, the official conference kicks off Saturday morning and goes Sunday as well. Below I?ll post some information on speakers and topics (plus my personal thoughts).

I?m happy to say that I was asked to come speak at the SoOz this year, and am kicking things off at 9:30 am on Saturday. In case you don?t know who I am (and really, if you?re reading this you should have a tiny clue, but nonetheless), I am a clinical psychologist, professor, researcher, and author. I am also a member of CFI?s Speakers Bureau, a contributor to the Skepticism 101 project, and a bit of a skeptical activist. I?m going to be giving an introduction to how to think scientifically about any topic, helping you hone your critical thinking skills.

Next up, the affable and irrepressible JT Eberhart will be talking about depression and mental illness (a subject close to my heart). From his website:

JTJT Eberhard is the author of the popular blog What Would JT Do?, and has been a contributing author to AtheismResource.com. Before joining the SSA, JT was most known as a debater on atheism and LGBT rights and as the co-founder of the Skepticon annual conference?.JT joined the Secular Student Alliance in January 2011 as their first high school specialist.? Previously, the SSA had allowed high schools to affiliate, but JT was hired to build a high school program that catered to the specific needs of teenage activists.? In his time at the SSA the number of high school groups grew over 400%.

TMcBFormer pastor, current atheist Teresa McBain will take the stage next to talk about her journey from being an evangelical minister to working for American Atheists and now heading up the Humanists of Florida Association. Teresa was also the first female graduate of the Clergy Project, and I was privileged to share the stage with her at FreeOK last year. She?s an engaging, entertaining speaker and had people giving her a standing ovation there.

Benjamin Radford is next, speaking about ?Lake Monsters.? I am very excited to see him speak. An award wining author, science-based paranormal investigator, and film maker,

BRadRadford is deputy editor of Skeptical Inquirer science magazine and a Research Fellow with the non-profit educational organization the Committee for Skeptical Inquiry. He has written hundreds of articles on a wide variety of topics, including urban legends, the paranormal, critical thinking, and media literacy?.Radford is one of the world?s few science-based paranormal investigators, and has done first-hand research into mysterious phenomena in sixteen countries on four continents including psychics, ghosts and haunted houses; exorcisms, miracles, Bigfoot, stigmata, lake monsters, UFO sightings, reincarnation, and crop circles, and many other topics. He is perhaps best known for solving the mysteries of the Santa Fe Courthouse Ghost in 2007, and the Hispanic vampire el chupacabra in 2010.

My fellow psychologist and the leader of our team on the Secular Therapy Project, Darrel Ray, will be speaking on recovering from religion. Darrel is an engaging speaker; I first saw him at the 2011 Texas Freethought Conference and the audience was enthralled by his talk on religion and sexuality.

Darrel RayRay is the founder of Recovering From Religion, as well as the author of four books, two on organizational team issues as well as The God Virus: How Religion Infects Our Lives and Culture and Sex and God: How Religion Distorts Sexuality. He has been a psychologist for over 30 years, practicing counseling and clinical psychology for 10 years then moved into organizational psychology and consulting. He has been a student of religion most of his life and holds a MA degree in religion as well as a BA in Sociology/Anthropology and a Doctorate in psychology.

?Psychic Charlatanry? is the next talk, presented by DJ Groethe. I first became exposed to Groethe when he was working for CFI and hosting their Point of Inquiry podcast, which I consumed voraciously. His new podcast, For Good Reason, is equally excellent.

DJD.J. Grothe is President of the James Randi Educational Foundation, the international educational non-profit founded by celebrated social critic and activist James Randi. Grothe has lectured widely on topics at the intersection of education, science and belief at universities such as Stanford, Harvard, Yale, UCLA, UC Berkeley, and dozens of others. Formerly a professional magician, he has special interests in the psychology of belief and processes of deception and self-deception.

Saturday will end with a debate on a to be announced topic by some local skeptics, and then? Sunday morning will kick off with a talk about discrimination by local blogger Lux Pickel.

The second act Sunday, in a well-timed and ironic slot, is none other than the brilliant Robert M Price. I don?t gush much, but let me gush here: this man knows his shit. And by shit, I mean Biblical criticism. I would go so far as to say he is my favorite Biblical critic (What? Don?t act like you don?t have one?.). His ?Human Bible? podcast is informative and entertaining every week, and I learn enormous amounts from it. His books are readable and mind expanding, and he does a great Charlton Heston impersonation. Price is also a Lovecraftian scholar as well as

RMPProfessor of Theology and Scriptural Studies, Colemon Theological Seminary

Host, The Human Bible

Host, The Bible Geek

Founder and Editor, The Journal of Higher Criticism

Fellow, The Jesus Seminar

Fellow, The Committee for the Scientific Examination of Religion

Research Fellow, Center for Inquiry Institute

Blair Scott, the Alabama Atheist, will take over after Price. I?ll let him tell you about himself:

I am the Communications Director, National Affiliate Director, and Alabama State Director for American Atheists, Inc. I am a staff writer for American Atheist Magazine and I manage and moderate the NoGodBlog. My co-host Tom Hand and I run The Critical Eye Podcast. In addition, I am the Founder and Public Relations Director for the North Alabama Freethought Association based in Huntsville, Alabama.

Finally, the speakers are wrapped up for the day by Ben Holman of the WSU Atheists & Agnostics, speaking on ?The Resurrection.? A seminar on group fundraising will take place afterwards, for those interested in bringing in the moolah.

All in all, a very diverse collection of speakers, running pretty much the full gamut of what falls under the banner of skepticism and freethought. I really hope you?ll be able to come out and take part. If you see me, please come over and say hello. I would love to meet some of my readers in person!

China COSCO eyes turnaround options, stock down sharply

HONG KONG (Reuters) - The world's largest bulk shipper, China COSCO Holdings Co Ltd , faces the risk of delisting for its Shanghai shares if it fails to turn around in 2013, after having warned of a second straight year of losses.

China COSCO, which posted a net loss of 10.4 billion yuan ($1.7 billion) for 2011, ranks as the world's sixth largest container ship operator, but has been battling the impact of a supply glut and weak demand that have becalmed the industry.

Other firms to run into turbulence are oil tanker operator Nanjing Tanker Corp , which could face share suspension, and China Shipping Container Lines Co Ltd , which has narrowly escaped curbs on share trading.

State-controlled COSCO and the Chinese government are reviewing ways to restructure the company's business and help make it profitable again, analysts said.

"Asset sales seem to be a likely option for COSCO, but it also depends on the market condition and its management's strategy," said Geoffrey Chang, an analyst at BOCOM International.

Nathan Snyder, an analyst at CLSA, said, "We value its fleet at over $6 billion by marking the assets to secondhand prices, so selling and leasing back a portion would give enough gains to cover 2013 losses."

The company's stock fell sharply in Hong Kong on Monday after the shipping conglomerate said last week it expected to record a significant net loss for 2012 and faces the risk of the delisting of its A shares in Shanghai.

COSCO stock lost as much as 7.2 percent to reach HK$3.99 in mid-morning trade, although it recouped some of its losses to stand down 5.4 percent near the close of trade. It underperformed a slight rise in the broad Hang Seng <.hsi>.

China's securities rules provide for companies reporting two consecutive years of losses to be placed in a "special treatment" category that limits the daily trading movement of their shares to 5 percent, instead of the regular 10 percent.

A third straight year of losses for COSCO could result in a suspension of trading, with the risk of being delisted.

NANJING TANKER

But China COSCO is not the only company in the shipping sector that faces the spectre of being delisted.

Oil tanker operator Nanjing Tanker Corp , whose shares have been placed under "special treatment", is likely to be the first Shanghai-listed shipping firm to face a share suspension, which would be followed by a possible delisting.

Owned by state-owned Sinotrans and CSC group, Nanjing Tanker is expected to post a net loss of 795 million yuan in 2012, based on a poll of six brokers by Thomson Reuters I/B/E/S.

Another shipper, China Shipping Container Lines Co Ltd , was more fortunate. It escaped the "special treatment" category after saying this month that it expected to post a net profit for 2012, helped by sales of container boxes to its parent.

The global shipping market remains challenging in 2013 amid a lingering supply glut and weak demand, which have wounded China COSCO and other international shipping firms in the past two years, analysts said.

The Baltic Exchange's main sea freight index <.badi>, which tracks rates for ships carrying dry commodities such as iron ore and coal, fell about 60 percent in 2012 to its lowest year-close since 1986.

The index has rebounded 14 percent so far this year, but the market outlook remains weak and volatile, analysts said.

CLSA forecasts China COSCO to post a net loss of 7.8 billion yuan in 2012 and a 2.4 billion yuan loss in 2013.

COSCO, controlled by state-owned China Ocean Shipping (Group) Company, operated 171 container vessels and 337 bulk cargo vessels at the end of September. About 220 of the bulk cargo vessels were owned by the company.

It also controls COSCO Pacific Ltd , a container lessor and port operator. ($1=6.2205 Chinese yuan)

With The Help Of Citizen Cartographers, Google Launches More Detailed Map Of North Korea

2458338721_8b4835b9fd_zGoogle Maps is not only a strong product, it’s a strong platform. With its Map Maker tool, people from around the world can participate in making Google’s maps more detailed, accurate and up-to-date. This is exactly what happened for North Korea’s maps, Google announced today. Google’s Senior Product Manager of Map Maker, Jayanth Mysore, discussed what went into these new detailed views: To build this map, a community of citizen cartographers came together in Google Map Maker to make their contributions such as adding road names and points of interest. This effort has been active in Map Maker for a few years and today the new map of North Korea is ready and now available on Google Maps. As a result, the world can access maps of North Korea that offer much more information and detail than before. We know this map is not perfect ? one of the exciting things about maps is that the world is a constantly changing place. We encourage people from around the world to continue helping us improve the quality of these maps for everyone with Google Map Maker. From this point forward, any further approved updates to the North Korean maps in Google Map Maker will also appear on Google Maps. Here’s a before and after look at North Korea, with more details popping up thanks to the Map Maker community: We recently reported exactly how Google is managing its Map Maker community, giving them badges for accomplishments and adding more detail to make Google Maps better. While this community isn’t fully relied upon for Google Maps, it is definitely an important part of the entire system. With everything that goes into making Google Maps the most powerful service of its kind, companies like Apple who are trying to do the work on their own definitely have some catching up to do. Right now, Google allows people from 200 different regions to participate in the editing of the Maps product. Without sounding like a huge downer, this is also probably way safer than a Google Street View truck driving around in North Korea at this point.

U.S. team breaks through subglacial lake

Testing should continue for a day or more, probing for life in the Antarctic depths

Testing should continue for a day or more, probing for life in the Antarctic depths

By Janet Raloff

Web edition: January 28, 2013

Research teams from Russia, the United Kingdom and United States have each spearheaded drilling efforts over the past few years to pierce and sample separate subglacial Antarctic lakes. Russian scientists reported last year piercing into Lake Vostok but has so far turned up no identifiable life. Those researchers are now working to analyze a new sample of ice recently retrieved from that drill project. Last month, the British team suspended its efforts for this summer season (which ends next month) to reach Lake Ellsworth.

The just-completed borehole into Lake Whillans ?marks the first successful retrieval of clean whole samples from an Antarctic subglacial lake,? the U.S. team reported today. ?Water and sediment samples returned to the surface are now being processed to answer seminal questions related to the structure and function of subglacial microbial life, climate history, and contemporary ice sheet dynamics.?

A research team led by Frank Rack, of the University of Nebraska, Lincoln, recently developed and field-tested the novel hot-water drill used to cut through the roughly half-mile-deep sheet of ice to reach Lake Whillans. ?Over the whole Antarctic continent, there are more than 340 [subglacial] lakes,? he notes. ?We selected this one because we know that it goes up and down, which means that the water underneath the ice sheet is periodically filling up the lake, then draining out again.?

Researchers have monitored this cycle through a rise and fall of the surface of that portion of the ice sheet covering the lake. Each cycle can last up to a decade, Rack says.

A video camera and series of sampling instruments will be periodically lowered down the borehole in the day or two available before this portal begins freezing shut again. ?Lake Whillans has already presented surprises,? according to Doug Fox, a reporter embedded with the drill research team, which is camped out less than 400 miles from the South Pole. ?For one, the lake has turned out to be only five or six feet deep ? shallower than the 20 to 30 feet that people expected based on seismic measurements,? Fox reported in a blog on the Discover website.

When I met with the Lake Whillans research team, last month, they planned to begin analyses of retrieved water and sediment within minutes of it reaching the surface. A series of mobile research labs were recently hauled to the Lake Whillans drill site. At least one lab will be used to study the chemistry of the water. Another will focus on probing for signs of microbial life ? chiefly bacteria and viruses.

Lawmakers see immigration overhaul this year

WASHINGTON (AP) ? Republican and Democratic lawmakers were cautiously optimistic Sunday that a long-sought overhaul of the nation's immigration system that includes a pathway to citizenship for the 11 million illegal immigrants currently in the country will clear Congress this year, the result of changes in the political landscape shown in November's election.

"We are trying to work our way through some very difficult issues," said Illinois' Sen. Richard Durbin, the No. 2 Democrat in the Senate. "But, we are committed to a comprehensive approach to finally, in this country, have an immigration law we can live with. We have virtually been going maybe 25 years without a clear statement about immigration policy. That's unacceptable in this nation of immigrants."

Sen. Robert Menendez, who along with Durbin and Sen. John McCain, is part of the six-member, bipartisan Senate group working on a framework for immigration legislation to be announced this week, said current politics dictate that a pathway for citizenship must be included.

"Let's be very clear: having a pathway to earned legalization is an essential element. And I think that we are largely moving in that direction as an agreement," said Menendez, D-N.J., said.

But the package "will have the enhancement of the border security," he said, nodding to Republicans' priority to tighten borders to prevent future illegal immigration.

He also said the package would have to crack down on employers hiring undocumented workers.

Arizona Republican McCain has returned to the issue after having led a failed push to fix the nation's broken immigration system ahead of his 2008 bid for the White House.

McCain said: "What's changed is, honestly, is that there is a new, I think, appreciation on both sides of the aisle ? including, maybe more importantly on the Republican side of the aisle, that we have to enact a comprehensive immigration reform bill."

Despite making little progress on immigration in his first term, President Barack Obama won more than 70 percent of the Latino vote, in part because of the conservative positions on immigration that Republican nominee Mitt Romney staked out during the GOP primary. Latino voters accounted for 10 percent of the electorate in November.

Obama is to press his case for immigration changes during a trip to Las Vegas Tuesday: a pathway to citizenship for illegal immigrants that includes paying fines and back taxes; increased border security; mandatory penalties for businesses that employ unauthorized immigrants; and improvements to the legal immigration system, including giving green cards to high-skilled workers and lifting caps on legal immigration for the immediate family members of U.S. citizens.

In an opinion piece published online Sunday in the Las Vegas Review-Journal, Sen. Marco Rubio, also a member of the bipartisan Senate group, laid out his proposal to address the issue. The Florida Republican, son of Cuban immigrants, wrote that "significant progress" on enforcing immigration laws must be certified before unauthorized immigrants now in the country are allowed to apply for residency and "get in the back of the line."

Rep. Paul Ryan, the 2012 Republican candidate for vice president, said he backs Rubio's proposal.

"Immigration is a good thing. We're here because of immigration. We need to make sure it works," Wisconsin's Ryan said.

If Republicans fail to act, they will pay the price in elections for generations, McCain warned.

"Well, I'll give you a little straight talk: Look at the last election... We are losing dramatically the Hispanic vote, which we think should be ours for a variety of reasons," McCain said.

McCain and Menendez spoke with ABC's "This Week," Durbin appeared on "Fox News Sunday" and Ryan was on NBC's "Meet the Press."

Davos 2013 Closes With Warning To Global Economy: 'Do Not Relax'

DAVOS, Switzerland -- The crisis mood is gone, but that doesn't mean you can slip back into your old ways ? that's the message from top international finance officials wrapping up the World Economic Forum in Davos, Switzerland.

They warned governments Saturday against letting their relief over an improved economic climate turn into complacency over reforms many want to see in order to sustain a still-uncertain recovery.

"Do not relax," International Monetary Fund head Christine Lagarde urged at a closing panel on the economic outlook.

She said the IMF outlook for a "fragile and timid" recovery depended on officials in the powerhouse economies of Europe, the U.S. and Japan making "the right decisions."

Her comments came at the end of the gathering of 2,500 business, financial and political leaders that took place in a more upbeat atmosphere than last year.

Fears over the breakup the euro currency union have abated, while the U.S. has avoided the so-called "fiscal cliff" of automatic tax increases and spending cuts that threatened to push the world's largest economy back into recession.

With those bullets dodged, there are fears that governments may ease up on the measures to improve growth and reduce debt that many institutions such as the IMF are calling for.

The IMF estimates that the world economy will grow about 3.5 percent this year, modestly better than last year's 3.2 percent. Yet the improvement is uneven. The eurozone and Japan are in recession, but the U.S. is growing, and emerging economies such as China are expanding much more quickly.

The developed world is still recovering from the shock of the financial crisis, which began in 2007 when U.S. banks revealed heavy losses related to mortgages handed out to people with shaky credit. With banks around the world teetering, the world economy slid into deepest recession since World War II and the recovery since has been unspectacular.

Like last year, Europe and specifically the debt problems of the 17 European Union countries that use the euro, was a key focus in Davos.

Lagarde said officials in Europe have to see through reforms to prevent failed banks from adding to government debt through bailouts. Progress towards a "banking union" that would impose tougher, centralized supervision of banks to ward off failures and bailouts has been slow.

Lagarde said the eurozone was still in "a very fragile situation" that was made more risky through a slow decision-making process and occasional backtracking on initiatives.

In addition, she said U.S. has to sort out its budget dispute between Congress and President Barack Obama. Up against a New Year's deadline, the two sides put off much of their dispute for a few months.

"Good decisions have been made," she said. "Sometimes at the last minute, as in the United States, sometimes laborious and confusingly as in the eurozone," she said. "In 2013 they have to keep up the momentum.

Angel Gurria, the secretary general of the Organization for Economic Cooperation and Development, echoed Lagarde, saying "let's fight complacency with everything we've got, let's continue with the reform process so we can consolidate this hesitant recovery."

Akira Amari, Japan's minister of economic and fiscal policy, underlined the determination of the newly elected government of Prime Minister Shenzo Abe to jolt the country's economy out of its stagnation.

And the head of Canada's central bank, Mark Carney, said the world's major economies, so far supported by central bank stimulus such as low interest rates, needed to "achieve escape velocity" in which growth becomes self-sustaining. Carney, who is due to become governor of the Bank of England in June, said the eurozone had been stabilized by an offer by the European Central Bank to buy government bonds of indebted countries and lower their borrowing costs.

Yet Carney said the ECB move was "crucial but not decisive" without progress on banking union and reforms to increase growth.

He said policy makers "have to finish the job they have started."

"Zero Dark Thirty" hits the U.K.: did critics zero in on torture scenes?

LOS ANGELES (TheWrap.com) - "Zero Dark Thirty" landed this week in the United Kingdom, where the Kathryn Bigelow drama continued to stir debate over its depiction of the use of torture in the CIA's decade-long hunt for Osama bin Laden.

As they have in the U.S., some critics accused the filmmakers of implying that enhanced interrogation techniques could be a useful form of intelligence gathering, while others believed that Bigelow and screenwriter Mark Boal were more ambiguous in their portrayal of torture's efficacy.

Most reviewers were floored by the propulsive storyline, the performance of star Jessica Chastain and the gripping dramatization of the raid on bin Laden's compound in Pakistan.

In the Evening Standard, David Sexton argues that the film is ambivalent about waterboarding and other brutal methods, noting that a key piece of information is only discovered after interrogators ply a detainee with food and kindness.

"This has proved offensive to those who, to avoid having to accept there may be negative consequences from taking the moral high ground, prefer to believe that torture must always be ineffective as well as wrong," Sexton writes. "Some of these critics - most notably nitwit Naomi Wolf, who has tastefully compared Bigelow to Leni Riefensthal and dubbed her 'torture's handmaiden' - have claimed the film's disturbing representation of torture amounts to a blithe commendation of the practice, not really a possible interpretation for those who have actually seen the movie."

In a four-star review, Sexton went on to hail "Zero Dark Thirty" as "terrifically good" and said the depiction of the raid was a "masterclass in action filmmaking."

In The Independent, Anthony Quinn praised the film for avoiding simplistic conclusions about America's controversial interrogation methods.

"The waterboarding, the beatings, the dog collars, all the stuff you've heard about is here, and perhaps some you haven't - the spectacle of a man being forced inside a small wooden box is as harrowing as any," Quinn writes. "Is this an abhorrent crime? Would the information be impossible to gain by other means? The film isn't saying either way; it is asking us to make up our own minds."

Quinn also argued that the film is more effective because it was directed by a woman and that because of her gender, Bigelow has a less "gung-ho" relationship to violence than a Ridley Scott or Michael Mann might bring to the same material (he may not have seen "Point Break")

Robbie Collins maintains in his review of the film in the Telegraph that Bigelow and Boal leave it to audiences to decide whether torture is right or wrong.

"These scenes are every bit as hellish to watch as they should be, and Bigelow's genius is to make them feel at once gratuitous and necessary," Collins writes.

He also praised the film for eschewing jingoism and for having the courage to end on a deflated note.

"Where, then, does Zero Dark Thirty leave us?" Collins asks.

"In the same place it leaves Maya: with our thirst for justice quenched, but our sense of rightness shaken. "Where do you want to go?" a pilot asks her, and she starts shedding tear after tear. This, finally, is what victory looks like, and its likeness to defeat is terrifying."

Peter Bradshaw of The Guardian was more unsettled by the film's relationship with torture and seemed to wish it had taken a firmer position.

"There is nothing in Zero Dark Thirty comparable to Gavin Hood's soul-searching 2007 movie, Rendition, in which Jake Gyllenhaal's CIA agent denounces waterboarding information as valueless; he quotes Shakespeare's The Merchant of Venice and says torture victims 'speak upon the rack,/ Where men enforced do speak anything,'" Bradshaw writes. "I can well believe that, but for me the most sinister depiction of torture is non-depiction. Many Hollywood movies about the war on terror have managed to ignore the subject, implying non-existence. Despite its fence-sitting, I prefer Bigelow's account."

Bradshaw was also less enamored of the film on an artistic level, writing that "It is well made, with a relentless, dour drumbeat of tension and a great final sequence, but nowhere near as good as the first season of Homeland."

Empire Magazine's Kim Newman mostly skirted the political debate surrounding "Zero Dark Thirty," but was ecstatic about Bigelow's directing, the film's pacing and star turns.

"Like Bigelow's The Hurt Locker, it's a relatively new kind of American patriotic war movie, counterprogramming jaded paranoid fantasies like the Bourne movies or the liberal horror stories (Redacted, Rendition, In The Valley Of Elah, Green Zone etc.) thrown up by the War On Terror," Newman writes. "It's measured, seething with suppressed emotion, unafraid of slow stretches and false trails, snapping shut like a mantrap when blood is shed. If it grips in a more intellectual, journalistic manner than its Oscar-winning predecessor, it's because Chastain's character is necessarily absent during the climax - though she has a terrific post-traumatic outburst when the case is closed."

Young and old seek neighborhoods with 'walkability' - Washington ...

Washington-area baby boomers are competing with younger millennials for properties in neighborhoods within walking distance of Metro stations, restaurants, groceries and health clubs.

"As echo boomers [millennials] age and marry and have children, properties that have walkability coupled with a strong school system will command a premium," said Ryan Price, a research associate at the Center for Regional Analysis at George Mason University. "There is definitely competition between downsizing baby boomers and older echo boomers, but the young echo boomer families ultimately will have a smaller pool of properties to choose from."

That is because the areas in the center of the action will cost the most, according to Pat Kline of Avery-Hess Realtors in Northern Virginia. Highly walkable properties may also be smaller and therefore a tighter fit for growing families than homes found just outside the "perfect" pedestrian-focused area.

Median home prices in the Washington metro area increased 10.5 percent in 2012 overall; 8.3 percent for townhomes and 10.4 percent for condominiums in response to a lack of inventory and increasing demand, according to December statistics from Real Estate Business Intelligence.

"Young families are interesting," Kline said. "Some are going to the suburbs, but inside or just outside the Beltway if they can afford it. Others are totally interested in urban life, and they compete with the other groups."

Kline said boomers who are tired of spending years in the car want a change of lifestyle. Proximity to Metro is important, as they want to enjoy living in the District. They want to go out to restaurants, window shop and be close to things like the gym, dry cleaners and grocery story.

In Northern Virginia, the most walkable and sought-after areas are Ballston, Virginia Square, Shirlington and Old Town Alexandria.

The shift in lifestyles among both boomers and the millennials exacerbates the inventory problem, according to Bonnie Casper, past president of the Greater Capital Area Association of Realtors.

"The change in demand and in desirable lifestyles feeds the lack of inventory," she said. "Everybody wants to purchase the same product."

Because demand is not as great for single-family suburban homes outside the Beltway, older boomers may not realize the profits they thought they would when they sell, she said.

"I had clients looking at D.C. condos along the Blue Line. They wanted a two-bedroom in the $550,000 range, Casper said. "For that price, they may or may not get a washer-dryer. They might not get parking. They might not get a second bath. You still have the condo fee. There's a reality check: 'Is that the lifestyle change I want to make, or should I stay in my house?' "

Other areas that have great walkability include downtown Bethesda, Logan Circle, Dupont Circle and Rockville Town Center.

Casper said a recent series of roundtable discussions centered around "Science City," a development planned along Route 28 that is slated to bring in 60,000 new jobs and housing. A development group representing the Johns Hopkins University biotech community made a presentation, Casper said, that showed a picture of Dupont Circle as what they wanted the area to look like after the expansion.

"Montgomery County will look drastically different in the next 10 years," Casper said. "Society is changing its habits, and mass transit is the No. 1 issue."

Stepparenting & Blended Families

Becoming a stepmother is a life-altering event in any woman's life. The issues are extraordinarily complex and women are overwhelmingly unprepared. Yet concerns usually focus on the effect remarriage has on the children. The Enlightened Stepmother approaches the subject from a totally new perspective -- that of the stepmother. Based on information -- sometimes controversial -- from stepmoms of all ages, occupations and lifestyles, who know from experience what works, what doesn't and why --

  • What you need to know about your new family before you become part of it.
  • How to get off to the right start. (It's hard to change a relationship once you've taken the path of least resistance.)
  • How to prevent, rather than cure, the stepmom's classic pitfalls.
  • What you need to recognize about your relationship with your husband's children.
  • How to handle relationships between your kids and his.
  • Why you need to give your marriage top priority.
  • How to make sure others are aware that this is your life too.
  • Why you need to develop a working relationship with your stepchildren's mother.
  • How to understand the inevitable stages every stepfamily passes through.
  • How to overcome the guilt of not loving -- or even liking -- your stepchildren.
  • How to avoid feeling guilty in circumstances over which you have no control.
  • Why a successful stepfamily is as unique as every stepmom.

Ireland won't ease drunken-driving law for farmers

(AP) ? A license to drive drunk? Some small-town politicians think it's just the tonic for rural Ireland.

Councilmen in Kerry, southwest Ireland, passed a motion this week asking the government to create a permit that would allow isolated farmers the ability to drink a few pints and then return home in their car, or on their tractor, without fear of being busted.

Its backers say the measure is needed to combat an epidemic of boredom and depression on farms ever since Ireland imposed tough new blood-alcohol limits on drivers in 2011.

But Justice Minister Alan Shatter shot down the proposal during a speech in parliament Thursday as "grossly irresponsible."

"There is no question of this government, or indeed I don't believe any future government, facilitating individuals drinking in excess of the blood alcohol limits," Shatter told lawmakers.

A generation ago, drunken driving was commonplace in Ireland and even the smallest villages or forlorn crossroads would feature a pub. But in this century the country has steadily improved road safety standards, introducing mandatory driving tests, blood and breath tests and above all a penalty-points system that removes licenses from dangerous drivers, particularly drunks.

The effort has slashed road-related deaths from more than 400 annually in the 1990s to just 162 last year, a modern low in this country of 4.6 million.

Kerry pub owners say their business has plummeted right along with that nationwide carnage ? yet deny any connection between the two trends. They describe the often narrow, lightly trafficked roads near their businesses as safe for people to navigate even after three pints (57 ounces) of beer.

Danny Healy-Rae, who owns a pub and comes from Kerry's most famous and flamboyant political family, says farmers should be allowed to drive tipsy on their tractors because they don't go fast enough to kill anyone. He said those drinking two to three pints at a pub should be issued a permit allowing them to drive home so long as they stay below 30 mph (50 kph).

He was one of five Kerry County Council members who voted for the motion Monday night. Three others voted against, seven abstained and 12 council members didn't show up. Their decision has no legal standing because the national government, not councils, sets policy on road safety.

Healy-Rae ? who like his politician father is nationally famous for wearing a cap everywhere and talking in rapid-fire local dialect easy to parody but hard to understand ? said pub-loving farmers "are living in isolated rural areas where there's no public transport of any kind. They end up at home looking at the four walls, night in and night out, because they don't want to take the risk of losing their license."

He said the older generation provided the sociological fuel to Ireland's tradition of pub-based music and "craic," Irish slang for entertaining conversation.

"All the wisdom and all the wit and all the culture that they had, the music and the singing, that's all being lost to the younger generation," Healy-Rae said. "These older people might as well be living in Japan and Jerusalem, because the younger generation don't see them at all anymore."

Yet even in Kerry, many have dismissed the idea as both dangerous to public safety and impossible to enforce. And alcohol-abuse campaigners say Healy-Rae's logic is twisted, since alcohol is a depressant and hardly a cure for the blues.

"The link between alcohol use and suicide has been well established and drinking alcohol will exacerbate, not alleviate, any mental health difficulties that a person may be struggling with, such as depression or anxiety," said Conor Cullen, spokesman for a pressure group called Alcohol Action Ireland.

The government emphasized that Kerry's council motion was already a dead letter.

"While rural isolation is a real problem," said Transport Minister Leo Varadkar, "the solution to it is not to hand out drink-driving permits."

Rec Center climbing wall reopens today, injured climber returns to class

Spencer Bean climbed up another hold on the Campus Recreation & Wellness Center?s 52.5-foot rock wall. He was about 30 to 40 feet high. Then he lost his grip.

The experienced climber said one thought flashed through his brain after he began to fall: ?Oh boy, something is not right.?

?After 30 seconds, I tried to get up and I just couldn?t,? the UI senior said. ?I remember having a paralyzing pain in my back.?

After more than two months recovering from the nearly paralyzing fall on the evening of Nov. 8, Bean will return to classes today. And though the University of Iowa?s popular rock wall will also reopen today ? it has been closed since his unexplained fall ??Bean still has a while to go before he can return to climbing.

Before the accident, Bean, a rock-climbing instructor at the Rec Center, climbed the structure several times a week. He landed on his back, suffering several injuries, including two crushed vertebrae, which nearly paralyzed him.

Associate Director of UI Recreational Services Wayne Fett said that after the climbing wall was immediately closed, two firms were hired to determine the safety and security of the wall and new procedures have been put into place.

The cause of the accident and cost of the two investigations were still unknown as of Monday evening. Rock-climbing training for Rec Center staff resumed Jan. 18.?

Dung beetles follow the milky way: Insects found to use stars for orientation

Jan. 24, 2013 ? An insect with a tiny brain and minimal computing power has become the first animal proven to use the Milky Way for orientation. Scientists from South Africa and Sweden have published findings showing the link between dung beetles and the spray of stars which comprises our galaxy.

Although their eyes are too weak to distinguish individual constellations, dung beetles use the gradient of light to dark provided by the Milky Way to ensure they keep rolling their balls in a straight line and don't circle back to competitors at the dung pile.

"The dung beetles don't care which direction they're going in; they just need to get away from the bun fight at the poo pile," said Professor Marcus Byrne from Wits University.

Byrne and his team previously proved that dung beetles use the sun, the moon and polarised light for orientation. In their experiments, they gave the beetles "caps" which blocked light from reaching their eyes. The team also discovered that the beetles climb on top of their dung balls to perform an orientation "dance" during which they locate light sources to use for orientation.

Now, further experiments, conducted under the simulated night sky of the Wits Planetarium, have shown that the beetles also use the Mohawk of the Milky Way -- giving new meaning to dancing with the stars!

"We were sitting out in Vryburg (conducting experiments) and the Milky Way was this massive light source. We thought they have to be able to use this -- they just have to!" said Byrne.

Not all light sources are equally useful landmarks for a dung beetle. A moth keeping a constant angle between itself and a candle flame will move in a circle around the flame. However, a celestial body is too far away to change position relative to a dung beetle as it rolls its ball, with the result that the beetle keeps travelling in a straight line.

The scientists suspect the beetles have a hierarchy of preference when it comes to available light sources. So if the moon and the Milky Way are visible at the same time, the beetles probably use one rather than the other.

A few other animals have been proven to use stars for orientation, but the dung beetle is the first animal proven to use the galaxy.
